The City of Fargo, in conjunction with the North Dakota Division of
Community Services is hosting a special technical assistance workshop to
support the Fargo 10 Year Planning process and the efforts of the state
Interagency Council on Homelessness. The presenter has provided us with
some background reading to prepare for the workshops. All 4 articles
are available on our web site:

following is the draft agenda:
Monday, May 8, 11:30 p.m. - 2:30 p.m.
Location: Fargo City Commission Room, 200 3rd Street N
Targeted Invitees: 10 Year Plan Committee members, ND ICH Committee
members, interested local policy makers and funders
Agenda: "Housing First: What is it, does it work, and how will it affect
our system?"
* What is Housing First? (basic principles, necessary elements,
programmatic examples)
* Why does permanent supportive housing work as a solution to
ending chronic homelessness?
* Can Housing First fit in with what homeless service and housing
providers are already doing in the community?
* Funding sources for housing first programs
* Pros and cons of different housing/service models (one versus
multiple agency approach)
* How should you define "success" in a Housing First approach?
Tuesday, May 9, 8:00 a.m. - 11:30 a.m.
Location: Fargo City Commission Room, 200 3rd Street N
Targeted Invitees: Service providers - administrators, staff, board
members; Outreach providers; Potential Tenants
Agenda: "The Nitty Gritty: Housing First questions from and for front
line workers"
* How does engagement and outreach work in a housing first
approach?
* How are clients selected for a housing first program?
* How are housing and services coordinated in a housing first
program?
* How do referrals work?
* Issues for housing providers (leases, evictions, property
management)
* Issues for service providers (What is a harm reduction approach
to services? What is a recovery focused approach to services?)
* The nexus between housing and service - who assumes the
risk/cost of a housing first program
Many of us around the region are talking about similar issues and could
probably benefit from an opportunity to have a dialogue with someone who
has been successfully using this concept for more than a decade. All
sessions will be open to interested parties from around the states of
North Dakota and Minnesota. In addition to our 10 Year Plan Committee,
I will formally extend invitations to the West Central MN Continuum of
Care, the ND Continuum of Care, the state and local Homeless Coalitions,
and the ND Interagency Council on Homelessness.
The workshop on Tuesday morning will be more practice-based than
philosophy-based. If you have any staff or board members from your
organization that you think would be interested in attending that
session, I encourage you to invite them. As a 10-Year Plan committee
member, I hope you will be able to attend one or both sessions. I think
it will be worth the investment of time.
